The GB Knowledge Hub is a one-stop portal with all information on Gender Budgeting for government officials both at the central and State levels, academia, researchers, Gender Experts, civil society organizations to ensure its application at all levels and across sectors.
The GB Knowledge Hub includes guidelines, budget circulars, budget documents from the Centre and States, training materials, good practices and various other resources.
The GB Knowledge Hub also includes gender budgeting scheme guidelines and the on-line application portal for submission of the proposals for conducting training and capacity building programmes on gender budgeting by the Central/State Govt. funded Institutes, State Govt. Departments and Universities/Institute of Eminence.

Gender Budgeting

A budget is a comprehensive plan of the government for a defined time period on where the money comes from and where it goes in the economy. Budget decisions of the government determine how public funds are raised, how they are used and who benefits from them.
In the overall commitments of the government, having a gendered perspective for revenue and public spending gives a holistic budget that addresses the needs of every population group, especially women and the marginalized. investment in addressing gender gaps.
GB is an approach that integrates gender equality into government’s planning and budgeting processes and analyses how budgets can promote gender equality and the empowerment of women.
GB is a continuous process of integrating a gender perspective in policy/ programme formulation, its implementation and review.
GB involves a thorough analysis of Government budgets to (a) establish its gender differential impacts, (b) prioritise and frame commitments and corresponding actions and (c) ensure budget allocations for gender equality commitments.
A gender responsive budget is a budget that works for everyone (women, men, girls and boys) by ensuring gender-equitable distribution of resources and by contributing to equal opportunities for all.

Gender Budgeting in India

The principle of gender equality is enshrined in the Indian Constitution in its Preamble, Fundamental Rights, Fundamental Duties and Directive Principles. The Constitution not only grants equality to women, but also empowers the State to adopt affirmative action in favour of women.
Gender equality is the foundation to ensure inclusive development which is at the heart of Government of India's social and economic policies. Government of India has taken several steps to promote gender equality and women empowerment (GEWE). Various legislative measures have also been introduced to protect women’s rights and promote their empowerment.
Gender Budgeting in India is a fiscal strategy for translating the Government’s commitments towards GEWE, across various sectors, into budgetary commitments. It is based on the premise that fiscal policies can affect growth, equity and the potential of human capital.
As a policy tool, Gender Budgeting found its institutional basis in the National Policy for Empowerment of Women, 2001, which emphasised that “time-bound action plans to be drawn up by Ministries should specifically include, among other things, a gender perspective in the budgeting process”.
Gender Budgeting was formally adopted by the Government of India in 2005-06 as a tool for promoting gender equality and ensuring continued investments through Government planning and budgeting. Financing for gender equality is central to mitigate gender inequalities, and GB is a critical strategy in this endeavour.
Since 2005-06, gender budgeting has been institutionalized in the Government of India annual budget. Central Ministries and Departments have been mandated to set up Gender Budgeting Cells to initiate and take forward this budgetary strategy.

The Government of India has been undertaking Gender Budgeting since the early 2000s.

It aims to ensure that public resources are spent efficiently based on differing gender needs and priorities. GB facilitates adoption of a gender-responsive perspective in the processes of planning and programming, budgeting, implementation and impact assessment.
